Payment Application Data Security Standard (PA DSS) Mandate: Effective July 1, 2010, Visa mandates that all US merchants must use only PA DSS-compliant applications
If you are currently using a stand alone dial terminal, then PA DSS does not apply to you. However, you are still responsible ensuring that your merchant location(s) is compliant with the Payment Card Industry Data Security Standard (PCI DSS).
If you use an integrated POS software, we want to ensure that we have accurate records regarding your payment application name and version number in the event that you must upgrade to a PA DSS-compliant version or validate PCI DSS compliance prior to Visa’s July 1, 2010 deadline. Please access the following secure website and provide us with your payment application information by using the following enrollment code PADSSUPDATE by February 28, 2009: http://www.globalpay.com/pcidss/.
All merchants, both new and existing, must comply with PCI DSS. The card associations developed the PCI DSS to help strengthen data security, including at the merchant level, and combat credit card data compromises. Merchants using an integrated point-of-sale (IPOS) payment application must ensure their application version is on the PA DSS-validated list or is PA DSS-compliant. All new and existing merchants must comply with Payment Card Industry Data Security Standard (PCI DSS). The card associations developed the PCI DSS to help strengthen data security at the merchant level and combat credit card data compromises.
Merchants with point-of-sale (POS) software systems and computers with an internet connection are at risk for having sensitive data – such as customer card data – stolen. This kind of theft from security breaches at merchant locations – both large and small – has cost merchants millions of dollars in fines, restitution, and reputation. Merchants using an integrated point-of-sale (IPOS) payment application must ensure your application is listed on the PA DSS validated list or is PA DSS compliant.
In order to ensure that you comply with PCI DSS, please complete a Self Assessment Questionnaire (SAQ), which can be located at https://www.pcisecuritystandards.org/merchants/self_assessment_form.php, or seek the assistance of a Qualified Security Assessor (QSA). “The debit networks Accel, Jeanie, and Maestro have announced several changes to their debit network pricing effective November 1, 2009. The changed fees are as follows:
Accel
- Retail merchants will continue to be billed a total of 0.75% + $0.18 per transaction; however a maximum fee will no longer apply.
Jeanie
- Retail merchants will be billed at 0.80% + $0.20 per transaction with a maximum fee of $0.80.
- Supermarket merchants will be billed a total of $0.35 per transaction.
Maestro (The MasterCard Debit Network)
- Retail merchants will be billed at 0.90% + $0.175 per transaction with no maximum fee.
- Quick Service Restaurant merchants will be billed at 0.75% + $0.195 per transaction with a maximum fee of $0.975.
- Supermarket merchants will be billed 1.05% + $0.175 per transaction with a maximum fee of $0.375.
- Cross-Border transactions will be billed at 1.60% + $0.025 per transaction with no maximum fee.

In an effort to reduce paper consumption and promote environmentally friendly processing, Global Payments began printing merchant statements on both the front and back of the statement page.
Global Payments implemented changes to support Discover’s Japanese Credit Bureau (JCB) and Diners Club processing alliance. Effective in October 2009, merchants in the U.S. and designated U.S. territories that accept the Discover card were enabled to accept JCB and Diners Club cards under the Discover network. If you process Discover transactions with Global Payments, all JCB and Diners Club transactions are being processed at your Discover rate.
In addition, following increases announced by MasterCard and Discover to certain U.S. interchange categories effective in October 2009, some merchants saw changes to applicable pricing for non-qualifying surcharged transactions.
MasterCard and Maestro announced increases to Cross Border and U.S. Acquirer Support fees effective October 2009. These fees continue to show up as separate line items on your merchant statement.
In addition, Visa has announced a new International Acquirer fee and Discover has announced new International Processing and International Services Fees which are assessed on all transactions between a U.S. merchant and a non-U.S. cardholder. These new fees appear as separate line items on your merchant statement.
Finally, also effective November 2009, there will be separate line items on your merchant statement for the Visa Misuse of Authorization System fee, the Visa Zero Floor Limit Fee, and the Visa Zero Dollar Verification/AVS only fee, if applicable. The Visa Misuse of Authorization System Fee may include fees assessed by both Visa and Global Payments and will be assessed on authorizations that are approved but never settled with your daily batch, as these can adversely impact cardholder’s open-to-buy, leading to increased declines and confusion at the point of sale. The Visa Zero Floor Limit fee will be assessed on settled transactions that were not authorized and may include fees assessed by both Visa and Global Payments. The Visa Zero Dollar Verification fee, which will be passed through to you with no mark up, will be assessed on transactions where the merchant requested an Address Verification Service response without an authorization.

In our continuing effort to protect cardholder data, effective November 15, 2009, Global Payments will begin masking credit/debit/EBT cardholder numbers contained in Global Access Advantage (GAA) by displaying only the last four (4) digits (XXXXXXXXXXXX1234) of the card number. To request an exception to this process, you must send Global Payments a current PCI-DSS Report of Compliance and a letter requesting access to sensitive data submitted on company letterhead and signed by an officer of the business with a justification for your request. “The debit network Shazam has announced several changes to their debit network pricing effective October 1, 2009. The changed fees are as follows:
- Retail merchants will be billed at 0.75% + $0.19 per transaction and there will no longer be a maximum per transaction fee.
- Quick Service Restaurant and Small Ticket merchants will be billed at 1.25% + $0.09 per transaction and there will no longer be a maximum per transaction fee.
- Petroleum merchants will be billed at 0.75% + $0.17 per transaction and there will no longer be a maximum per transaction fee.
- All remaining fees for Shazam transactions remain the same.

“The debit network NYCE has announced several changes to their debit network pricing effective August 1, 2009. The changed fees are as follows:
- There will be a new Petroleum category (MCC 5541 and 5542) with a debit rate of 0.85% + $0.20 per item, and a minimum rate of $0.31 per item.
- There will be a new PINless Cable category (MCC 4899) with a debit rate of 1.00% + $0.125 per item, and a maximum rate of $0.705 per item.
- Standard (Retail) transactions will now be assessed a minimum rate of $0.31 per item.
- QSR transactions (MCC 5814) will now be assessed a minimum rate of $0.235 per item.
- All remaining fees for NYCE transactions remain the same.

Effective July 2009, Visa is introducing a new Acquirer Processing Fee, which will be assessed to you on all Visa branded authorizations. This fee will appear as a separate line item on your merchant statement and may include fees assessed by Visa and Global Payments. To help offset the cost of this new fee, Global Payments will be reducing or eliminating the Visa Access Fee which has been assessed since April 2009 on Visa settled transactions.

Effective June 1, 2009, there will be a new category for Maestro debit card transactions processed as cross-border. These transactions will be billed at the rate of 1.40% + $0.025 per transaction. Maestro cross-border transactions are those Maestro transactions in which the cardholder’s Maestro card is issued in a country other than the country in which the merchant is located. All other Maestro transactions will remain unchanged.

Please be advised that the associations have announced certain rate increases to be effective April 2009. Effective as of the same date, merchants may see increases to certain rate categories.
In addition also effective April 2009, you will be assessed and will see a separate line item on your merchant statement for the MasterCard Network Access and Brand Usage Fee and the Visa and Discover Access Fee, which may include fees assessed by both the respective association and Global Payments.
Some merchants may also see a new minimum discount fee and, to offset our increasing expenses associated with complying with the Payment Card Industry Data Security Standard (PCI DSS), a monthly PCI compliance fee. Effective June 1, 2009, the Generic rate for an unidentified debit card transaction will be increased to a rate of 0.75% + $0.19 per transaction with no maximum fee.
In addition, effective as of the same date, ACCEL has announced changes to their debit network pricing. As a result of these changes, the following new fees will take effect:
- Retail merchants will now be billed at 0.75% + $0.18 per transaction with a new maximum fee of $0.73.
- Grocery merchants will now be billed at $0.28 per transaction.
All remaining fees for ACCEL transactions remain the same.

PIN DEBIT ADVISORY:
If you currently process pin-based (or online) debit transactions, you may be operating a Point of Sale device that will need a software upgrade or device replacement in order to continue processing such transactions. Visa and MasterCard have set a mandate effective July 1, 2010 to ensure that all installed Point of Sale terminal models have been approved and are using the most up to date encryption standards for processing debit transactions. In order to comply with the mandate, Point of Sale devices must be on the current approved list found at http://www.pcisecuritystandards.org/pin.
Our merchant services department has initiated a program to ensure all of our merchants will be able to remain compliant by facilitating a swap, purchase, or software upgrade of any non-compliant Point of Sale device(s) in use. For more information, please call 800-457-2638 option 5.

As a result of these changes, Retail merchants will now be charged 0.75% + $0.205 per transaction with no maximum fee. Interlink is also creating a new category for Petroleum Fuel. These merchants will be charged 0.70% + $0.205 per transaction with a maximum fee of $0.985 per transaction. Please contact your service provider if you have any questions.
In addition, PULSE has announced an increase to their network fees. As a result of these changes Retail merchants will now be charged a total of 0.75% + $0.18 per transaction with no maximum fee. For Grocery merchants the new fee will be a total of $0.30 per transaction. PULSE is also creating a new category for PINless Utility. These merchants will be charged a total of $0.665 per transaction. All Other PULSE PINless transactions will now be charged a total of 0.80% + $0.16 per transaction with no maximum fee. Finally, Returns will now be billed at $0.08 per transaction. Please contact your service provider if you have any questions.

The debit network AFFN has announced several changes to their debit network pricing structures. The changed fees which are effective March 1, 2009 are as follows:
- Retail transactions will now be billed at 0.65% + $0.155 per transaction with a maximum fee of $0.535 per transaction.
- Major merchants will now be billed at 0.50% + $0.10 per transaction with a new maximum fee of $0.435 per transaction.
- Grocery merchants will now be billed at $0.205 per transaction.
- Returns will now be assessed at $0.035 per transaction.
