American Express CAPN
American Express will be initiating system changes to enhance point-of-sale security, support expanded amounts, and a transaction lifecycle identifier. These Card Acceptance Processing Network (CAPN) initiative changes are mandatory for all US processors.
Applications that interface to American Express for authorization and/or submission have been evaluated for impact by Global Payments and certified application providers (CAPs). Global Payments has nine split dial applications that are undergoing modifications to prevent merchants from assessment by American Express of non-compliance fees to split dial merchants beginning June 30, 2008. Please check this site for information on split dial software availability (see chart below); alternatively, you may switch to a product that authorizes American Express transactions through Global. American Express split dial merchants using a POS vendor product should contact their POS vendor for information on updated software. Split dial merchants must evaluate the costs of a software upgrade versus the assessment of non-compliance transaction fee(s) for continuing to submit transactions in the current format. Merchants that do not upgrade their split dial software by June 30, 2008 may be assessed a non-compliance transaction fee by American Express. However, there will be no interruption in service by American Express.
Global Payments’ host platforms will support the capture, retention, and return of the transaction lifecycle identifier and other POS codes with settled transactions for transactions authorized through Global Payments. Therefore, merchants that use an application that authorizes and captures American Express transactions through Global Payments should not require a change to their software to support American Express CAPN
American Express sent their initial annual policy mailing pertaining to CAPN to merchants in mid-September 2005. The September 2006 annual mailing to merchants informed merchants of the revised August 31, 2007 deadline. The September 2007 annual policy mailing reminded merchants of the non-compliance transaction fees effective September 1, 2007. Split dial merchant authorizations are not subject to non-compliance fees until June 30, 2008. Merchants with American Express POS equipment (i.e. Purchase Express® software, American Express terminals) will not be assessed a non-compliance fee.
